Share your feedback on how the City of Holdfast Bay will plan for future growth.

We invite you to provide feedback during the first of three consultation phases to help shape a Local Area Plan and a Liveable Growth Strategy. Your input will help us understand what matters most to our community, guide future planning policies, and ensure our city remains a liveable, connected, and vibrant place for everyone.

South Australian councils are required to prepare Local Area Plans that demonstrate how they will meet regional housing targets set by State Government, following changes to the Planning, Development and Infrastructure Act 2016.

A Local Area Plan will help identify the specific challenges and opportunities for growth in our area, ensuring that housing, community facilities, open spaces, and employment areas are planned to be liveable, resilient, and responsive to community needs.

Council will also develop a Liveable Growth Strategy to guide our city's future growth by identifying the most suitable locations for different housing types and the infrastructure required to support them.

Together, the Local Area Plan and Liveable Growth Strategy will help align State and local government priorities, objectives, and strategies to deliver positive outcomes for our community.

Your voice will help shape Council's advocacy for how our community will evolve through the development of the Local Area Plan.

During this first phase of consultation, we are seeking feedback on the goals and objectives that should guide the Local Area Plan and Liveable Growth Strategy. We would also like your views on the types of housing that could be provided across the city to accommodate future population growth.

Feedback is open until 3pm Tuesday 6 October 2026.

The purpose of Local Area Plans is to identify how targets allocated in Greater Adelaide Regional Plans will be delivered. These plans will be developed by each council using local knowledge, insights and expertise to coordinate housing growth with infrastructure.

This will include the capacity of

  • local roads
  • stormwater systems
  • social infrastructure such as sport and recreation facilities.

They also make recommendations about the timing and funding mechanisms for necessary infrastructure improvements, ensuring that development is adequately serviced and sustainable.

Through this process, councils can identify locations where neighbourhoods would benefit from regeneration and determine the types of housing and densities that integrate sensitively with existing character.

We can then try to influence the final planning policy outcomes, but ultimately this will need to be endorsed by the Minister for Planning.

Local Area Plans are a valuable strategic document and local area planning tool for delivering place-based planning outcomes, including:

  • forecasting of local housing and growth
  • providing clear direction on how to mitigate housing challenges
  • supporting evidence-based decision-making
  • strengthening alignment between state and local government housing objectives
  • improving the coordination of housing delivery
  • promoting the development of diverse housing types
  • guiding housing development investment
  • aligning localised housing priorities with broader council objectives, including infrastructure planning, open space provision, employment and social services.

The Liveable Growth Strategy will look at how the city will evolve between now and 2051. Rather than focusing only on housing growth planning, this strategy will provide a coordinated, long-term view of the following to make this a liveable community:

  • employment
  • infrastructure
  • community facilities
  • open space
  • retail
  • council services
  • the environment, movement and transport
