The intersection of Colley Terrace and Anzac Highway in Glenelg has a high number of pedestrian movements due to the proximity of the beach, Jetty Road precinct, and apartment complexes. Council has received several complaints about the condition of the infrastructure at this intersection.

The project is necessary due to several pressing issues that compromise pedestrian safety and the overall quality of infrastructure:

• Pedestrians have expressed concerns about crossing Colley Terrace, particularly during busy periods. This highlights a clear need for improved infrastructure that can provide a safe and efficient crossing point and reduce the risk of conflict with vehicles.
  
  
• The current pavement on Colley Terrace, constructed with a brick-paved surface treatment in approximately 2003, has deteriorated
  The pavement shows marked defects such as rutting and isolated failures, indicating that it is nearing the end of its life.
  
  
• A geotechnical investigation has revealed that the current pavement is unsuitable for the current traffic loads, including public transport buses. Several complaints from public transportation authorities indicate that the road condition is causing damage to public transportation buses, which are equipped with guide wheels at the front of the vehicle. These wheels are approximately 60mm from the ground, as per the complaints received. This presents a safety concern as the pavement's structural integrity may be compromised, leading to potential accidents or damage to vehicles.

The project will address pedestrian safety and deteriorating infrastructure on Colley Terrace. Providing a new traffic island and pavement treatment will enhance pedestrian safety, improve traffic flow, and ensure the long-term durability of the infrastructure, meeting the needs of both pedestrians and motorists alike.

Construction will commence the week of 12 May 2025, and, weather permitting, completion is expected by the end of June 2025.

Working hours: 7am to 5pm Monday to Friday.

To minimise disruption, works will be delivered in stages under managed road closures.

Construction Staging and Traffic Management:

• Stage 1 (Approx. 3 weeks)
  Southern lanes closed to through traffic – access for local traffic only. Eastern, Western, and Northern lanes will remain open.
• Stage 2a (Approx. 2 weeks)
  Partial closures of Western and Southern lanes – minimal impact on traffic flow.
• Stage 2b (Approx. 2 weeks)
  Continuation of Stage 2a conditions – minimal impact on traffic flow.
• Stage 3 (Approx. 1 week)
  Northern lane towards Anzac Highway will be closed. Eastern, Western, and Southern lanes remain open.

Throughout all stages:

• Jetty Road, Glenelg, Augusta Street, Chappell Drive, will remain accessible.
• Access to/from Wilson Carpark, Glenelg Surf Life Saving Club, the beach, etc. will be maintained via Jetty Road, Glenelg, and Augusta Street.

Affected residents and businesses are being directly notified.

Kent Civil will coordinate with the contractors to undertake repairs to The Still Water sculpture on Tuesday, 13 May, aligning this with the roundabout upgrade works to minimise impact.
