The Community Survey is an opportunity for residents and those who work in Holdfast Bay to share their thoughts on how well the City of Holdfast Bay is supporting quality of life in our community. It focuses on the services, programs and actions that Council can directly influence or control.

This year, we are seeking participation from local employees, business owners, and residents for the first time.

The survey is aimed for residents aged 18 and over and for people employed in Holdfast Bay.

For annual planning purposes, survey responses are invited between 15 January and 8 April 2026 and will inform annual reporting and help shape priorities for the following year.

Through social media and web browser advertising. If you do not see the social media ad during the campaign, there will be another opportunity to participate in the survey on our website between 16 March and 15 May 2026, with hard copies also available from libraries and community centres.

Zencity is an independent engagement platform engaged by the City of Holdfast Bay to obtain and analyse data for the Community Survey and customer feedback. The Community Survey measures quality of life and service satisfaction.

Council wants to hear from as many people as possible, from diverse backgrounds and interests, about their views on living in the City of Holdfast Bay and on what Council does.

The questioning is kept short to make it easy to answer in about 10 minutes.

An individual can complete the survey only once. The survey platform uses data from a specialist visitor identification service to detect multiple responses from the same device or IP address, helping to prevent duplicates and ensure each submission is unique. No personally identifiable information is saved.

An ad may appear when browsing web or social media sites, inviting you to answer a short survey about the City of Holdfast Bay.

This link will take you to Zencity, which is the company engaged by Council to undertake this independent survey.

The ad will be delivered in a variety of languages depending on the user's device language, so the survey is offered in each client's preferred language.

Once residents click on an ad, they will be directed to a short survey.

Examples of community survey ads

Data is securely encrypted in the cloud. Council retains ownership of all data and grants research company Zencity a licence to use it to deliver its services. This licence authorises it to process and analyse data and to provide the service. This is the most common way it uses the data. It may use some of the data (e.g., survey data) to improve and develop its products.

It is important to note that no personal information from clients will be used for these purposes; only anonymised and aggregated data will be used.

Through digital and social media campaigns. Access to the survey is provided via the link in Zencity’s online advertisement, which may appear in community members' web browsers. The survey will remain open until sufficient representative responses are received and will close on 8 April 2026.

There will be an opportunity to take the survey via the Your Holdfast page on Council’s website between 16 March and 15 May 2026. Hard copies are also available from our libraries and community centres.
