The City of Holdfast Bay engaged Zencity, an independent research company, to survey residents, employees, and ratepayers. This survey aimed to understand how well the council supports our community's quality of life through its services, programs, and actions.

From January to April 2026, Council ran a community sentiment survey conducted by Zencity. The survey gave residents a chance to share their views on their quality of life in Holdfast Bay, their satisfaction with Council services and facilities, and their priorities for future improvements. 461 residents participated.

Overall, residents continue to view Holdfast Bay positively, with 80% satisfied with their quality of life and 80% likely to recommend Holdfast Bay as a place to live. A further 75% expect to still be living in Holdfast Bay in five years' time, reflecting strong confidence in the area as a place to live.

Residents also identified several areas for improvement. The most significant concern was residents' ability to provide input into Council decision-making, which had the lowest satisfaction score (29% positive, 42% negative) and was identified as the Council's highest-impact challenge.

Overall, the survey reflects a community that highly values Holdfast Bay's beaches, parks, safety and lifestyle, while seeking greater opportunities to participate in decision-making and continued investment in local infrastructure and public spaces.

Council will use the survey findings, along with other community engagement activities, service planning, and strategic initiatives, to better understand resident priorities and inform future decision-making. The results will help identify where Council can maintain the strengths that residents value most, while focusing effort on areas where improvements can have the greatest community benefit. Council will pay particular attention to improving community involvement in decision-making, maintaining public spaces and infrastructure, and responding to emerging environmental and transport-related concerns.

The survey results will also help track community sentiment over time and measure progress toward Council's strategic objectives, ensuring future decisions continue to reflect the priorities and expectations of Holdfast Bay residents.
