Share your feedback on the City of Holdfast Bay’s draft Dog and Cat Management Plan 2027–2031.
The current Dog and Cat Management Plan is due to expire on 31 December 2026 and is now being reviewed in preparation for a new five‑year plan. The draft plan remains largely unchanged, with the strategic directions continuing to provide effective guidance for the management of dogs and cats within the Council area. The key update proposed in the draft plan is the inclusion of references to proposed updated Council By‑laws, including strengthened leashing requirements near children’s playgrounds, to support community safety and responsible pet ownership.
This five‑year plan focuses on improving how dogs and cats are managed across our community with strategies designed to reduce common animal‑related issues.
The draft plan also aims to keep the community informed about dog and cat management activities and the legislation that guides Council’s approach.
Your feedback will help us shape the final Dog and Cat Management Plan.
This consultation is open until 5pm Tuesday 12 May 2026.
Key aspects of the plan include:
- recognising the important role pets play in people’s lives and their many health and social benefits
- supporting responsible pet ownership through education
- creating safe, enjoyable spaces for both people and animals
- ensuring the views of the broader community are reflected
