The local infill investigation areas will be locations where there is an opportunity to provide infill at medium densities to support growth. These will be council-led investigations that identify opportunities for housing to address the "missing middle" and provide more diverse housing.

For Holdfast Bay, these areas are focused around the Patawalonga frontage, the southern portion of Brighton Road and the rail corridor.

The state-significant infill investigation areas are strategic locations identified for their capacity to deliver more homes in the right places. These areas provide high-frequency public transport and opportunities for mixed-use or higher-density housing.

For Holdfast Bay, these areas are focused on the Brighton Road and Anzac Highway corridors, along with Jetty Road and the foreshore at Glenelg.

Under the Greater Adelaide Regional Plan, each local government area has been allocated growth housing targets that must be met. By 2051, the City of Holdfast Bay is required to provide a total of 3,950 new dwellings, noting we are already exceeding the annual targets to achieve this number. While we are required under legislation to provide a Local Area Plan in defined locations to demonstrate how this growth will be achieved, Council has also chosen to establish a Liveable Growth Strategy to look at how the whole city will evolve. This is important as it provides an opportunity to identify additional areas that may need to adapt to meet our changing community needs and ensure that we are providing the right support and services for our entire community.

Planning for future growth is essential to ensure our community can continue to meet the housing needs of current and future residents. A growth strategy helps provide the right mix of housing types in the locations people want to live, supporting diverse household needs, lifestyles and life stages. While current planning policies are enabling Holdfast Bay to meet its housing targets, it is important to look beyond today's needs and consider how our community may change over the next 10 to 20 years. As the population grows, housing preferences evolve, and affordability pressures persist, a long-term growth strategy will help ensure there is sufficient housing supply, greater housing choice and well-planned neighbourhoods that continue to support a high quality of life.

The Local Area Plan is a statutory requirement under the State Government’s Planning, Development and Infrastructure Act 2016. It identifies opportunities within specific areas to diversify housing and support population growth targets. While the Liveable Growth Strategy will incorporate the actions from the Local Area Plan, it will take a broader, city-wide view of how the city will grow and evolve over time, shaping how people live, work and enjoy the city as residents and visitors.

The Liveable Growth Strategy will detail housing precincts across the entire city to show how growth will be accommodated and the impacts on local infrastructure. This will also help inform the outcomes of the Local Area Plan that will be endorsed by the State Government’s Minister for Planning. The precincts produced through the consultation process and technical assessment will inform regional planning decisions, particularly in relation to open space, along with social and physical infrastructure. The Local Area Plan will directly inform future planning policy changes (through a Code Amendment) to facilitate the achievement of growth targets.

This is what Council is seeking to determine, and it will be based on investigations during the construction of the Liveable Growth Strategy. While the driver of the plan is to determine how new housing will be accommodated, this cannot be considered in isolation. This plan will also need to consider decisions on the timing and delivery of other community needs, including:

• Asset management
• Traffic and movement
• Open space and recreation
• Economic development/employment
• Environmental protection
• Climate resilience
• Placemaking
• Waste management
• Social infrastructure

In the short term, there will be little impact for residents. The housing targets are already being exceeded, and therefore we are looking at what housing will be required in the next 5+ years.

We are seeking to ensure that we can provide the right environment to support local businesses now and into the future. This means providing zoning in the right locations to protect existing businesses, as well as providing opportunities to support new and evolving businesses that will provide local employment.

We want to know what you think our city should look like. This includes the types of housing that will accommodate our community, provide for a diversity of housing choice, make housing more affordable, and support living locally. Where necessary, the Local Area Plan will identify what policy changes are necessary, and when, to support our growth targets.

We want to see the right housing built in the right areas. This is the question that we want to ask our community to help inform. We will also do this through investigations to ensure that any new housing is compatible with our goals and objectives.

Protecting and enhancing the environment is a key objective of the Liveable Growth Strategy and Local Area Plan. We will support policies that increase our tree canopy coverage, protect and restore our biodiversity, and help maintain our coast.

The long-term strategic objectives of the Greater Adelaide Regional Plan have been set by the state government and will only be adjusted where there is strong supporting evidence to deviate from the policy. Where no justification is provided, council advocacy will not endorse changes. While the Minister will ultimately decide the outcomes, your feedback and Council's proposed approach will be our way of advocating for the best outcomes for our community.

We have been set the following targets for annual housing supply:

• 2021-2031 – 139 dwellings per annum (1,390 total)
• 2032-2041 – 140 dwellings per annum (1,400 total)
• 2042-2051 – 116 dwellings per annum (1,160 total)

The result is that we need to plan for a total of 3,950 new dwellings within Holdfast Bay by 2051. The good news is that between 2021 and 2024 we already averaged 202 new houses per annum provided in Holdfast Bay, so we are already exceeding the target.
