Project Overview
The City of Holdfast Bay is investigating modifications to on-street parking arrangements on Sixth Avenue, Glenelg East, between Anzac Highway and the tram level crossing at Dunbar Terrace.
This investigation is in response to community feedback regarding:
- the need to ensure that through-access is maintained, particularly for emergency services
- congestion during peak times
- safety concerns, including traffic speeds
Through the consultation, residents are given two options to provide feedback on and select their preferred option.
The road width of Sixth Avenue is a physical limiting factor for through access. Cars parked opposite each other doesn't provide enough space for vehicle access. Both options would ensure that through-access is maintained at all times, particularly for emergency services in line with the Australian Road Rules.
We are seeking to preserve as much on-street parking capacity as practical while providing a solution that is fair to residents on both sides of the streets and encourages lower traffic speeds.
The City of Holdfast Bay is committed to consulting with residents to ensure all perspectives are considered in this investigation.

Consultation Outcomes
After assessing the consultation results, technical requirements and safety standards, the following outcomes have been selected for key areas.
Parking on one side of the road
Due to the width of Sixth Avenue, parking on both sides of the road does not allow sufficient clearance for vehicles to pass safely or for emergency access. This is a non‑negotiable requirement to ensure emergency vehicles can safely and reliably access the street at all times. The concepts have formalised this arrangement by restricting parking on one side of the road to ensure compliance, continuous flow of traffic, and access for emergency vehicles.
Preferred option – Option 2
Council will proceed with Option 2 as the preferred parking and linemarking treatment. This option received the strongest overall support through consultation balancing safety, access and traffic operation within the constraints of the street.
Mid‑section passing points
Mid‑section passing points will be included. These received strong community support and will provide clearer, more reliable opportunities for vehicles to pass each other, improving traffic flow and reducing congestion.
Speed hump modifications
The height of the existing speed humps will be increased. While all current speed humps meet Australian Standards, those standards allow for a range of heights. Council will use this flexibility to raise the speed humps, which is expected to further slow vehicle speeds and improve safety for residents while remaining compliant with Australian Standards.
These changes will help deliver:
- safer access for emergency service through defined parking
- reduced congestion through defined parking and mid-section passing points
- lower vehicle speeds through speed hump modifications
- reduced through-traffic through improved alternative routes via the new tram bridge on ANZAC Highway, and speed humps become a greater deterrent through modifications.
Next Steps
Timing of works
The approved works are planned for delivery within the 2026 calendar year. Further information will be shared closer to construction, including timing and any temporary impacts.
