Community consultation on the draft concept designs for Transforming Jetty Road Glenelg, was held for six weeks from 3 March to 16 April 2025:

  • To capture the community’s feedback on proposed concepts for the Coast and Transition zones and:
    - Inform Council’s decision on the final design and function of the Coast and Transition zones of Jetty Road
    - Understand and consider community sentiment, concerns and insights on changes proposed for the Coast and Transition zones.
  • To inform the community about proposed traffic changes and provide opportunity for comment, in accordance with Council’s obligation under its Community Consultation and Engagement Policy, Sections 50 and 47 of the Local Government Act of 1999 and Section 32 of the Road Traffic Act 1961 (Road closing by councils for traffic management purposes)
  • To understand the level of support for a reduction in speed limit as recommended by the Speed Limit Guideline for South Australia (section 4.2.2).

More than 2,000 submissions were received in what was the biggest response in recent years to a Holdfast Bay consultation.

These submissions have since been presented to Council as they decide on next steps and final designs for Transforming Jetty Road.


How we consulted

The community was invited to give feedback on three draft design concepts for the Coast and Transition zones of Jetty Road via an online and hardcopy survey, 14 community drop-in sessions, emails, and phone calls.

They were also given notice of a proposal to close roads (or parts of roads) in accordance with Section 32 of the Road Traffic Act 1961 (SA), with submissions received until the Council meeting on 10 June 2025.

How you responded

We received 2,227 submissions:

  • 993 online and hardcopy survey responses
  • 1,031 quick responses
  • 203 emails, letters and phone calls

What we heard

We received 810 respondents answered the design principles question, with the highest ranking design principle being pedestrian safety, followed by pedestrian space and accessibility.

Design principles ranked from highest to lowest priority:

  • 71% of total survey respondents were extremely supportive or supportive of installing traffic lights with pedestrian crossing at the Jetty Road/Moseley Street intersection.
  • 69% of total survey respondents were extremely supportive or supportive of reducing the speed limit on Jetty Road and Colley Terrace from 40km/h to 30km/h.
  • 66% of total survey respondents were extremely supportive or supportive of mountable kerbs between Sussex Street and the Gordon/Partridge Streets intersection.
  • Parking was a highly discussed topic, with most respondents opposing parking losses on Jetty Road.
  • 76% of total survey respondents were extremely supportive or supportive of changes proposed to Moseley Square.
  • In our quick poll survey, Concept A received the most support from respondents with (50%), followed by Concept C (40%) and Concept B (10%).
