Project Overview
The key elements of the Coast and Transition zones of Jetty Road, Glenelg will include:
- The installation of new traffic lights with pedestrian crossing on the intersection of Jetty Road/Moseley Street
- Installation of new Juperana stone pavers on footpaths
- Footpaths at road level from the Jetty Road junction with Sussex Street, into Moseley Street to Elizabeth Street and along Colley Terrace to Hope Street
- Mountable kerbs west of Chapel Plaza
- Disability Discrimination Act-compliant continuous footpaths on some side streets intersecting with Jetty Road to give pedestrians right of way.
Construction in the Coast and Transition zones is scheduled to commence in mid-2025 to align with the Department for Infrastructure and Transport’s planned six-month closure of the Glenelg tram line as part of their Tram Grade Separation Project. The Transforming Jetty Road project is scheduled for completion in 2027.
About the zones
The Transition zone extends west from the Partridge/Gordon streets intersection to Sussex Street and is where people transition from one zone to another. It is used by both local and visitors.
The Coast zone extends west from Sussex Street to the fringes of Moseley Street, into Colley Terrace to the junction with Hope Street. It is the entertainment and dining area, attracting high volumes of pedestrians.
Explore the final design
The Jetty Road / Moseley Street intersection is approximately 20 metres wide and carries approximately 8,000 traffic movements each day, including buses and private vehicles.
This intersection is also one of the busiest pedestrian crossing points in Glenelg, but it is unclear to pedestrians or motorists who have the right of way.
Traffic lights with a pedestrian crossing will be installed to regulate and guide traffic and give pedestrians clear, protected times to cross, thereby reducing the risk of collisions in this pedestrian-heavy intersection.
71% of survey respondents were extremely supportive or supportive of installing traffic lights with pedestrian crossing at this busy intersection.
Putting people first is an important principle of the Transforming Jetty Road project, and the community has identified pedestrian safety as their highest priority.
Pedestrian safety will be enhanced by the installation of traffic lights with a pedestrian crossing at the Jetty Road / Moseley Street intersection, which will regulate and guide traffic to give pedestrians priority over vehicles.
Pedestrian flow will also be improved by the creation footpaths at road level from the Jetty Road junction with Sussex Street, into Moseley Street to Elizabeth Street and along Colley Terrace to Hope Street.
Extending continuous footpaths to some side streets and laneways will improve accessibility and safety, with pedestrians having right of way over vehicles.
The movement of private vehicles along the intersection of Jetty Road/Moseley Street will be regulated by new traffic lights with pedestrian crossing to reduce the risk of collisions in this pedestrian-heavy area.
At the time of community consultation, vehicle wait times as a result of the installation of these traffic lights were projected to be up to 10 minutes at peak times. Despite this, 71% of survey respondents supported the installation of the traffic lights, underlining the community’s priority for pedestrian safety.
Since then, however, the project has continued to investigate improvements to the function of this intersection to lessen the impact of traffic lights on vehicle traffic. The final design concept includes the extension of a left-hand turning lane space on Moseley Street at the approach to Jetty Road to allow greater capacity on Moseley Street to move vehicles through the intersection. This will require the removal of four car parks on the western side of Moseley Street between Jetty Road and Elizabeth Street.
This change will reduce the estimated peak vehicle wait times at the traffic lights from up to 10 minutes down to a peak of approximately of 2 minutes and 53 seconds.
Council will seek necessary approvals under applicable legislation for the reduction of speed limit from 40km/h to 30km/h along the length of Jetty Road and part of Colley Terrace to improve community safety, supported by 69% of survey respondents.
Durham Street will remain open via a left-hand turn from Jetty Road. Right-hand turns from Jetty Road into Durham Street will be prohibited due to the new traffic lights on the intersection of Jetty Road and Moseley Street. Durham Street will remain a one-way street in a northerly direction towards Augusta Street.
Council will seek necessary approvals under applicable legislation for the reduction of the speed limit from 40km/h to 30km/h along the length of Jetty Road and part of Colley Terrace to improve community safety, supported by 69% of survey respondents.
In the Coast and Transition zones, 22 car parks will be reduced to make way for the installation of traffic lights on the corner of Jetty Road and Moseley Street, as well as to comply with current road regulations and for additional greening. In addition, three car parks were removed from the City zone for road compliance, which will result in a total of 25 car park spaces being removed from the Jetty Road precinct for the Transforming Jetty Road project.

There are no changes to tram operations. The tram will continue to service Jetty Road and terminate in Moseley Square.
There are no changes to bus operations. Buses will continue to travel in both directions on Moseley Street, Jetty Road and Colley Terrace.
Juperana stone pavers will be used throughout the street to give the precinct a consistent look and improve accessibility. These pavers are already in use in Chapel Plaza and in the City zone of Jetty Road (east of Gordon/Partridge streets intersection to Brighton Road).
The road and footpath will be on the same level on Jetty Road from the junction with Sussex Street to the Colley Terrace junction with Hope Street.
Continuous footpaths on some side streets and laneways intersecting with Jetty Road to improve accessibility and safety, giving pedestrians right of way over vehicles.
Mountable kerbs will be installed on Jetty Road west of Chapel Plaza with the support of 66% of survey respondents.
Additional greenery, new street furniture and feature lighting will be installed.
