The first stage of implementation of the Jetty Road Glenelg Masterplan is the Chapel Plaza and Hindmarsh Lane Upgrade.

The Chapel Plaza concept aims to create a new civic space for the local community in the heart of Jetty Road. The upgrade of Hindmarsh Lane will provide improved pedestrian connections as well as an opportunity for additional new public toilets and parent room and a Changing Places toilet for the profoundly disabled.

In June 2019, funding was awarded by the State Governments Places for People Grant that will be matched by a previous commitment by council to undertake construction in 2020.

Next Steps

The final detailed designs will be provided to council for approval on 10 December 2019. A construction tender will be called in early 2020 with the aim to start construction works later in the year, outside of the peak trading and tourist season.

    Since delivery of the updated concepts in March 2019, work has continued on the designs for the streetscape upgrades at Chapel Street and Hindmarsh Lane Glenelg. The designs have now reached a detailed stage (70% design stage) and include input from engineering investigations and feedback received from Council, local traders and landowners and other stakeholders. The updated designs can be viewed here.

    There are no fundamental changes to the design since the concepts stage, however the notable changes include removal of the stage shelter, withdrawal of new church steps, alteration of the pergola in Chapel Street, removal of a verandah structure in Hindmarsh Lane and changes to the toilet configuration. Further work has also been undertaken to provide seating layout and design, consideration of safety, lighting and street infrastructure selections.

    Further feedback is currently being sought from agencies and key stakeholders before the designs are finalised in October 2019.

    Chapel Street Plaza and Hindmarsh Lane redevelopment gets green light

    The first phase of a redevelopment of Jetty Road Glenelg has been given the go-ahead with confirmation of $1.8 million funding from State Government and $2 million from the City of Holdfast Bay.

    The upgrade of Chapel Street and Hindmarsh Lane will deliver a new plaza and a local community hub. It is the first phase of the Jetty Road Glenelg Masterplan to increase visitation to Jetty Road and cement Glenelg’s position as South Australia’s busiest suburban retail strip and premier foreshore tourism destination.

    The Minister for Planning has approved $1.8 million in funding for the Chapel Street Plaza and Hindmarsh Lane redevelopment from the Department of Planning, Transport and Infrastructure’s Planning and Development Fund.

    The design team have now completed draft concepts for Chapel Street Plaza and Hindmarsh Lane and are seeking feedback from businesses, residents and landowners adjacent the project area. The concept package can be found here.

    In addition, Rod Hook and Associates have been engaged to assist with project delivery and will be visiting Jetty Road businesses throughout March to discuss the future public realm upgrade plans for the precinct.

    This recognition is testament to high quality work by Oxigen Pty Ltd and team, which stands alongside the best urban design projects in the country. The Masterplan provides Council with a valuable blueprint for implementing streetscape upgrades of Jetty Road Glenelg over the next ten years.

    Lead consultants Jensen Plus with Tonkin and Infraplan have been engaged to undertake the detailed designs work and documentation for the first three stages of the Masterplan (Chapel Street Plaza and Moseley Square project locations)

    Once completed these project areas will be construction-ready - however timing of construction is dependent on successfully obtaining State Government Funding.

    Council is seeking a tender proposal for detailed designs for implementation of stages 1,2 & 3 of the Jetty Road Glenelg Masterplan (Chapel Street Plaza and the Moseley Square Integration).

    An open tender was advertised on the Tenders SA website on 19 June 2019 for a period of five weeks, closing on 20 July 2018.

    It is anticipated that a contractor will be appointed before Local Government care taker period on 4 September 2018 for completion of the first three stages the designs by June 2019.

    Engagement Undertaken

    The project has undergone significant engagement over three phases throughout 2017. The types of engagement activities undertaken include community days (at Sidewalk Sunday Chapel Street, Winter wonderland in Moseley square), drop-in sessions and pop-up shop at 71 jetty Road Glenelg, business information sessions, workshops meetings, online forums, surveys and more. Three formal engagement phases throughout the year allowed the collection of more specific feedback as the project progressed, as follows:

    Phase 1 - Initial Visioning and Seeking Ideas - 19 March - 31 May 2017

    Phase 2 - Feedback on Draft Concepts - 13 July - 14 August 2017

    Phase 3 - Feedback on the Draft Masterplan - 10 October - 13 November 2017

    Engagement Results

    The comments provided by visiting the project team at drop-in sessions, forums, meetings and online were collated and reviewed to inform final changes to the Masterplan.
